SMART CITY established a consultant team of four consisted of faculties in Geography Department, Universitas Indonesia, and PT PGI to introduce and discuss the framework of developing a web-based land monitoring system to improve the efficacy of urban governance and increase revenue by using LIDAR technology by detecting and preventing land development that violates building permit.
The existing LIDAR acquired by PT PGI (Depok's Margonda strip, Jogjakarta, Lampung, Jakarta) is ready to be used as a data sample for initial framework development. The main goal for this working period is to create a product (website-based application) that showcases the integration of LIDAR, parcel map (peta persil), and tax data in order to detect illegal land development. Each member of the working team is assigned with these tasks; front-end (website interface), and back-end (land-sampling framework, information database).
1. Identifying technical difficulties and or data scarcity that may impede progress; 2. Conflict of interest between two out of four team members because they are also employed at a similar interest that work against another.
SMART CITY recommends developing the initial information database on ArcMap – a software that is already well known and used acrossed other team members. The team agreed upon conducting a weekly meeting on Wednesdays to share progress.
The first milestone for the framework of developing a web-based land monitoring system is to decide whether the existing LIDAR data has covered the land-sampling necessities. If not, the team will need to acquire more data.
The consultant team will begin the process of drafting initial land-sampling framework and information database, as well as looking for open-source website developing materials.
